Dr. Amar Patnaik was a civil servant of the Indian Audit and Accounts Service Cadre of the 1990 batch. He has served in states of Odisha, Kerala, Karnataka, West Bengal and Sikkim as the Principal Accountant General before he took an early retirement to join politics as the Chairman, of the IT wing and Spokesperson of Biju Janata Dal. He has also done his LLB and holds a bar license to practice in the High Courts.

Dr. Patnaik has completed his PGDM (executive) and Ph.D. (on Institutional Studies) from the Xavier Institute of Management, Bhubaneswar (XIMB). He also has a Masters’ degree in Public Management from Lee Kuan Yew School of Public Policy , Singapore and Kennedy School of Government, Harvard University. He is a certified Internal Auditor, a Certified Fraud Examiner and has obtained certification in Risk Management Assurance from Global certification agencies.

His book, “Institutional Change and Power Asymmetry in the Context of Rural India” was published by Palgrave Macmillan recently(2019) and has contributed a chapter to a competitive “Transition Strategies for Sustainable Community Systems”. He has wide experience in governance, policy making and public sector auditing, having handled critical assignments for the federal and the state government. He has audited the United Nations in the Food and Agricultural Organization of the UN during his career in the bureaucracy and in the Compulsory and Auditor Camp of India.
